Probably yes. Vermont treats a pedal e-trike with a motor under 750 watts as a bicycle: no license, plate, registration or insurance, and no helmet law. Ride it on roads, bike lanes and paths unless a sign bans it. The law doesn't say outright that three wheels count, but a 3-wheel electric 'tricycle' up to 1,000 watts and 20 mph is also license-free (you must be 16+ and stay off sidewalks).

An electric 'bicycle or tricycle' with pedals, a motor of not more than 1,000 W and a top motor speed of not more than 20 mph that does not meet one of the three classes is a 'motor-assisted bicycle': it is governed as a bicycle, exempt from registration, inspection and operator's license, but riders must be 16+ on highways and may not use sidewalks. Anything faster (up to 30 mph, up to 2 brake horsepower) is a 'motor-driven cycle', which is a motor vehicle and subject to motor vehicle registration, licensing and insurance rules.

  • Whether Vermont DMV/enforcement treats a classed pedal e-trike (under 750 W) as an 'electric bicycle'; the statute does not define 'bicycle' and has no 'two or three wheels' language. No DMV guidance located.
  • Vermont Forests, Parks & Recreation rules for e-bikes on state park/forest trails were not found (fpr.vermont.gov blocks automated fetches; FPR Policy #4 on mountain bikes does not mention e-bikes). Check with the park.
