In short

Yes. Iowa law expressly covers e-bikes with two or three wheels and a motor of up to 750 watts, so a pedal e-trike is treated as a bicycle: no license, plate, registration or insurance, and no helmet law. You can ride it on streets, shoulders, bike lanes and multi-use trails; a 28-mph (Class 3) trike needs a rider 16+ and must keep to 20 mph on paths. Check city rules before riding on sidewalks.

No driver's license, registration, title, inspection or insurance is required for a low-speed e-bike.
Helmet
Iowa has no helmet law for bicycle or e-bike riders of any age (none found in chapter 321).
Minimum age
You must be 16 or older to operate a Class 3 e-bike; no state minimum age for Class 1 or 2. (Class 3)
Where you can ride
You may ride anywhere a bicycle may go, including streets, shoulders, bike lanes, bikeways and multi-use paths.
Sidewalks
State law does not ban bicycle sidewalk riding generally; cities may regulate bicycle operation, so check local rules.

A seated vehicle on 3 or fewer wheels that is not a low-speed e-bike and can't exceed 39 mph unassisted is a 'motorized bicycle', a motor vehicle. It needs registration ($7/year) and plate, a driver's license (a motorized-bicycle-only license is available at 14+, with a course if under 16), and proof of financial liability coverage; no passengers allowed. Faster machines are motorcycles.

  • Iowa DNR rules for e-bikes in state parks/on state trails were not found (571 IAC ch. 61 has no e-bike provision); trail owners (DNR, county conservation boards) may post their own rules.
  • Whether Iowa's OWI law (ch. 321J, 'motor vehicle') applies to e-bike riders was not checked; e-bikes are excluded from 'vehicle' in § 321.1(90).
