In short

Yes. Utah law counts any pedal e-bike up to 750 watts as a bicycle regardless of the number of wheels, so a Class 1, 2 or 3 e-trike needs no license, plate or insurance. Ride it on roads, bike lanes and bike paths, but check local signs because cities and state agencies can limit e-bikes on sidewalks, paths and trails. Adults 21 and over do not need a helmet.

License
No driver's license, registration, title or insurance is needed; an electric assisted bicycle is not a motor vehicle.
Helmet
Since May 6, 2026, riders under 21 must wear a bicycle helmet on any e-bike on a highway, except on a rented Class 1 e-bike; adults 21+ have no helmet requirement (and get an $8 fine waiver on moving violations if helmeted).
Minimum age
Until May 5, 2027: under 8 may not ride with the motor on in public, under 14 needs a parent/guardian's direct supervision, and under 16 may not ride a Class 3. From May 5, 2027: ages 8-15 need adult supervision or a state online safety certificate to ride on a highway; 16+ may ride unsupervised.
Where you can ride
An e-bike follows the same traffic rules as a bicycle and may use roads and bike lanes.
Sidewalks
No statewide sidewalk ban; riders 18+ may not ride on a sidewalk where a sign or local ordinance prohibits it, and must yield to pedestrians and give an audible signal before passing.

An e-bike that exceeds 750 W, reaches 20 mph or more on motor power alone, has foot pegs, or has a throttle mode over 20 mph is not an 'electric assisted bicycle'. Above 750 W or over 20 mph on motor alone it is an 'electric motorcycle' (a motorcycle). From May 6, 2026 (HB 381), a tampered/modified e-bike or other non-titled device able to exceed 20 mph on motor alone is a 'high power electric device': the rider follows motorcycle rules, must be 16+, may not use freeways, and must wear a helmet under 21; liability insurance is not required if it has no VIN and is not a motorcycle.

  • Whether a 'high power electric device' must be registered and whether the operator needs a motorcycle endorsement was not confirmed in Title 41 ch. 1a / Title 53; § 41-6a-1511 only says motorcycle traffic rules apply and exempts no-VIN devices from insurance.
