In short

Yes. Texas counts a three-wheeled bike as a bicycle, so an e-trike with a motor under 750 watts is an e-bike. You don't need a license, registration or insurance, and you can ride on roads and wherever regular bikes are allowed. Two exceptions: Texas State Park trails, and cities that ban riding on sidewalks.

Does an e-trike count as an e-bike here? Yes.

License: No driver license is needed; an e-bike is not a 'motor vehicle' in Texas.
Registration: E-bikes cannot be registered (so no plates or registration).
Helmet: Texas has no statewide helmet law for e-bike riders; some cities have their own.
Minimum age: You must be at least 15 to operate a Class 3 e-bike (younger riders may ride as passengers). No state minimum age for Class 1 or 2. (Class 3)
Where you can ride: E-bikes have the same rights and duties as bicycles and cannot be banned from roads or from places where regular bikes are allowed, except natural-surface trails.
Sidewalks: State law doesn't ban sidewalk riding, but TxDOT or a city may prohibit bicycles (including e-bikes) on sidewalks.

Whether the Texas § 541.201(2) 'bicycle' definition (which includes 3 wheels) formally governs ch. 664 (a different subtitle). Reading it that way is reasonable but no statute or case explicitly says so.
