Alaska e-bike and e-trike laws
Alaska has no state e-bike law, so an electric trike is technically a motor vehicle and it is unclear whether you need a driver's license; check with the DMV and your city first. In state parks, a pedal-assist e-bike under 500 watts can use most bike trails, and any e-bike can use park roads.
- Rules below
- Apply to e-bikes. Whether Alaska law counts a trike as one isn't settled; see below.
- License
- Alaska law has no exemption for e-bikes: anyone driving a 'motor vehicle' needs a driver's license for that class of vehicle, and a motorized bicycle falls under the plain definition of motor vehicle. How DMV and police enforce this for e-bikes is unclear.
- Helmet
- No statewide bicycle or e-bike helmet law was found in AS 28 or 13 AAC 02.
- Minimum age
- If an e-bike is treated as a motor-driven cycle, a special permit is available from age 14 with parental consent; municipalities may bar under-16 riders. (motor-driven cycle)
- Sidewalks
- For bicycles, state rules bar sidewalk riding in business districts or where signs prohibit it, and require yielding to pedestrians elsewhere; whether this applies to e-bikes is unclear because they are not 'bicycles' under the regulation.
Does an e-trike count as an e-bike?
“bicycle" means a vehicle, with a saddle or seat for the rider, propelled exclusively by human power upon which a person may ride, having one, two, or three wheels”11 AAC 12.990(3), (15) (state parks regulations only) ↗
How the law sorts e-bikes
Alaska's traffic statutes (AS 28) have no e-bike definition or classes. Only the state parks regulations (11 AAC 12.990) define 'electric bicycle' with Class 1/2/3, and they cap Class 1 at under 500 W. HB 8 (2023), which would have created a statewide e-bike law, was vetoed.
How the trikes we list are treated in Alaska
Alaska law doesn't settle whether a trike is an e-bike, so we can't say which trikes fit. 80 of the 191 we list would need checking even if trikes do count; they're listed below. We check motor power, top speed and the stated class. Not legal advice.

- Class 1 In state parks, Class 1 e-bikes (under 500 W, pedal-assist to 20 mph) may use any trail open to bicycles unless it is posted closed to e-bikes; Class 2 and 3 are limited to roads and off-road-vehicle trails. 11 AAC 12.115(c) ↗
- Passengers
- On a bicycle, a passenger may be carried only on a seat designed for a passenger (or a child in a backpack/sling). 13 AAC 02.395(b) ↗
What we couldn't confirm from official sources (3)
- How Alaska DMV actually treats e-bikes (whether it requires an M1/M2 license, registration or insurance) could not be confirmed; dmv.alaska.gov blocked automated access.
- Anchorage and other municipal codes may define and regulate e-bikes on trails and paths (not reviewed).
- The Governor's reasons for vetoing HB 8 (2023) were not reviewed.
This page explains the law in plain language. It is not legal advice. Cities, counties and park agencies can add their own rules; check posted signs and confirm with your state before you ride.
