Yes: Kansas law defines an e-bike as having 'two or three wheels', so a pedal e-trike with a motor under 750 watts is an e-bike. You need no license, plate, insurance or helmet, and there is no age limit. Ride it on roads like a bicycle; sidewalk and path rules are set by your city or the path owner.

A trike that doesn't meet 8-1489 (750 W or more, or assists above 20/28 mph) is not an e-bike. If its motor is 3.5 brake horsepower or less with an automatic transmission and top design speed of 30 mph or less, it is a 'motorized bicycle' (the definition expressly covers 'two tandem wheels or three wheels'): the rider needs a driver's license or a motorized-bicycle-only class C license (age 15+, written and vision test), and riders under 18 need a DOT-standard helmet. Anything faster or stronger on up to three wheels is a motorcycle, which needs a class M license, registration and insurance.

Whether a Kansas 'motorized bicycle' (over-class e-bike) must be registered/titled and insured was not confirmed from statute.
Whether bicycle traffic rules (8-1586 to 8-1592) formally apply to e-trikes rests on 8-1489 calling an e-bike 'a bicycle'; the separate 8-1405 bicycle definition still says 'two tandem wheels'. No statute expressly applying bicycle rules to e-bikes was found.
