In short

Yes: since January 1, 2026 Illinois law counts an e-bike with 2 or more wheels as a bicycle, so a pedal e-trike with a motor under 750 watts is legal without a license, plate or insurance. Ride it on roads and bike lanes, and on bike paths unless the path owner says no. Never ride it on sidewalks. From 2027 you must be 15 or older (16 for a 28-mph Class 3).

Helmet
Illinois has no statewide helmet law for e-bike riders of any age or class (none found in 11-1517 or elsewhere in the Vehicle Code).
Minimum age
You must be at least 16 to operate a Class 3 e-bike; younger people may ride as a passenger on one designed for passengers. (Class 3)
Where you can ride
You may ride any road, street or bike lane where bicycles are allowed.
Sidewalks
E-bikes may not be ridden on sidewalks anywhere in Illinois.

Statute says 'electric motor of less than 750 watts' (max_w recorded as 749). From Jan 1, 2027 (P.A. 104-0854) any e-bike that is not a low-speed e-bike, or with a 750-8,000 W motor, is expressly a 'motor driven cycle': needs a driver's license, title/registration, insurance, speedometer and VIN, and is barred from sidewalks, bike lanes, bike paths and shared-use paths. Before 2027 such bikes already fell outside the e-bike exemption (motor vehicle/motor driven cycle rules) but the law was less explicit.
